The aim of this law is the write-off of public debt of private and legal persons towards state institutions and public companies for the period from 2002 to December 31, 2008.
All the persons, who have outstanding obligations to the state institutions and public companies, have the right on the debt write-off for the period until December 31, 2008.
Beside the total debt write-off, fines, interest and any other liability, arising from non-payment of principal debt on time, for the period from January 1, 2009 to December 31, 2014, will be written off to respective debtors if they settle their liabilities for the period from January 1, 2009 to December 31, 2014.
Agreements for the payment of debts in installments, for the period from January 1, 2009 to December 31, 2014, will be made with state institutions or public companies. Except the total debt for the period until December 31, 2008, fines for the period from January 1, 2009 to December 31, 2014 will be written off to those persons once an agreement is reached.
Debts must be settled within a period of two years for legal entities and three years for natural persons from the date of signing the agreement.
Implementation of this law will be valid until September 2, 2016.
